India makes final ruling on anti-subsidy mid-term review on China-related welded stainless steel pipes

On February 9, 2022, the Ministry of Commerce and Industry of India issued an announcement stating that a final anti-subsidy mid-term review was made against Welded Stainless Steel Pipes and Tubes originating in or imported from China and Vietnam, ruling that the ASME-BPE standard was not acceptable. Premium welded stainless steel pipes do not qualify for the exemption and are therefore not excluded from the products in question in the above countries. This case involves products under Indian customs codes 73064000, 73066100, 73066900, 73061100 and 73062100.

On August 9, 2018, the Indian Ministry of Commerce and Industry launched a countervailing investigation on welded stainless steel pipes originating in or imported from China and Vietnam. On July 31, 2019, the Ministry of Commerce and Industry of India made a final affirmative anti-subsidy ruling on the case. On September 17, 2019, the Revenue Department of the Ministry of Finance of India issued Circular No. 4/2019-Customs (CVD), deciding to impose a five-year countervailing duty on the products involved in China and Vietnam based on the CIF value, among which China 21.74% to 29.88% in Vietnam, and 0 to 11.96% in Vietnam. The customs codes of the products involved are 73064000, 73066110, 73061100 and 73062100. On February 11, 2021, the Ministry of Commerce and Industry of India announced that it should be submitted by Kunshan Kinglai Hygienic Material Co., Ltd. Initiating an anti-subsidy interim review investigation on welded stainless steel pipes originating in or imported from China and Vietnam, and examining whether to exclude special-grade welded stainless steel pipes that meet ASME-BPE standards from the products involved.
